"Auf der Burg" senior citizens' residence: Bestwig municipality creates planning law

The next milestone for the planned senior citizens' residence "Auf der Burg" between Bestwig and Ostwig: the Bestwig municipal council has unanimously decided to amend the land use plan and draw up a development plan. These steps were necessary in order to create the legal planning requirements for the project.

Background: A private developer wants to build a senior citizens' residence with around 80 places in Borghausen - both in the direct care sector and in assisted living. The land-use plans that have now been approved also permit the operation of a café and additional medical or therapeutic services at this location.

During the land-use planning process, specialist authorities and local residents had two opportunities to comment on the project or make suggestions during the public participation sessions. "For such a large project, the number of suggestions is very limited," said Mayor Ralf Péus at the meeting of the municipal council - this is proof of the high level of public acceptance of the project. The issue of immission control, which is of particular importance for facilities such as a retirement home, had been taken into account by an additional expert opinion. The recent decision on the articles of association as the political conclusion of the planning procedures is now "the next important step".

All three council parties also expressly welcomed the project. The need for nursing care will increase, predicted SPD parliamentary group leader Paul Theo Sommer - the planned retirement home is therefore an important addition to existing services. Paul Theo Sommer praised the speedy procedure for creating building rights. CDU parliamentary group leader Alexander Brockhoff also welcomed the large-scale project - as did Katja Seidel, parliamentary group leader of Bündnis 90 / Die Grünen.

Jörg Stralka, Head of the Building and Environment Office, assessed isolated criticism from the ranks of the municipal council that the 16 parking spaces provided for in the development plan were too few for the facility as "crystal ball reading" at this point in time - the number of minimum parking spaces has already been doubled, but should it actually turn out that there is a lack of parking spaces, additional areas outside the plan area could be used. Mayor Ralf Péus also dispelled concerns about "long distances" for employees: "Nobody in the municipality of Bestwig has to walk a kilometre to their workplace."

The procedural documents for the change to the land use plan will now be compiled by the administration and then submitted to the Arnsberg district government for approval. Only after this approval can the development plan come into force in the form of a public announcement.
